When an icon needs turning
Quarter turns are free
Ninety, one hundred and eighty and two hundred and seventy degrees rearrange the pixels without resampling, so they cost nothing in sharpness. That is exactly what you need for building the four directions of an arrow or a chevron from one source.
Other angles soften slightly
Any angle that is not a multiple of ninety has to resample, which blurs edges a touch. On an icon, where a stroke may be two pixels wide, that is more noticeable than on a photograph. Prefer quarter turns where the design allows.
The canvas grows
A rotated square needs a bigger square to hold it, so the output expands and the new corners are transparent. Nothing is clipped.
Transparency survives
A transparent icon stays transparent, and the space created by the rotation is transparent too.
Consider a mirror instead
For a left and right pair, flipping horizontally is lossless and keeps the stroke weights identical. Rotating one hundred and eighty degrees gives a different result — it turns the glyph upside down as well.
