What a faded seal is for
Opacity is the alpha channel
Lowering opacity scales the transparency of every pixel, so the page underneath genuinely shows through. It is not the same as picking a paler ink, which would look wrong the moment the background changed.
Finding the level
A seal covers more area than a signature, so it needs to sit lighter to stay out of the way. Thirty to forty-five percent usually works across a full page. Much above that and it competes with the text it is meant to annotate.

This is the classic document watermark: a large seal laid diagonally across the page, faint enough to read through. The value is that the status travels with the file, so a printed copy still carries it.
