What a glow is, technically
A glow is a shadow with no offset
It is the same blur that makes a drop shadow, cast in a bright colour and centred rather than displaced. Because there is no offset, it spreads equally in every direction instead of implying a light source from one side.
It needs a transparent source
The glow is cast from the alpha channel, so it traces the real shape of your subject. An image on a solid rectangle glows as a rectangle, which is never the intent. Cut it out first.
Glows need a dark background
A bright halo against white is invisible. This effect only reads on dark surfaces, which is why it belongs to dark interfaces, night scenes, and neon treatments rather than light documents. Use a shadow on a light background instead.
The canvas grows
The output is larger than the input by the spread on each side, and the added margin is transparent so the file still composites cleanly.
Bake it in or use CSS
On the web a box-shadow with no offset does the same thing and stays adjustable. Bake it into the file for slides, video overlays, thumbnails, and anywhere without a styling layer.
