Why interface icons get mirrored
One icon, two directions
Most icon sets ship a single arrow and expect you to mirror it for the other direction. Doing that once and exporting both PNGs is faster than hunting for a matching pair, and guarantees the two are the same weight.
Right-to-left interfaces
In Arabic and Hebrew layouts, directional icons flip with the reading order: back points right, forward points left, progress runs the other way. Icons that encode direction must be mirrored; icons that encode an object must not.
Which icons must not be mirrored
Clocks, checkmarks, media play buttons, logos and anything with a letterform stay as they are in every locale. Play always points at the timeline; a mirrored clock reads as a broken one.
Keeps the pixel grid
Mirroring reflects existing pixels without resampling, so a crisp 24-pixel glyph stays crisp. Rotating it 180 degrees would look similar for a symmetric arrow and wrong for anything else.
Transparency intact
Exported icons are almost always transparent PNGs. The alpha channel mirrors with the artwork, so the glyph drops into an interface exactly as the original did.

Arrows, chevrons and progress indicators flip with reading order. A camera, a clock or a shopping bag stays exactly as drawn in every locale.
Play never flips
The media play triangle points along the timeline, not along the text direction. It stays pointing right in right-to-left interfaces.
