Lossy WebP stays lossy
If the source was compressed, the softening is already in the pixels and PNG stores it exactly. Converting stops further loss; it does not restore detail.
The file grows
PNG is lossless, so expect a larger file. At icon dimensions this is a few dozen kilobytes and never a real problem.
