Why a signature has to leave JPEG
JPEG noise sits exactly where the ink is
Compression artefacts cluster around high-contrast edges, and a signature is nothing but high-contrast edges on a plain field. That grey halo around every stroke is what later makes background removal leave a dirty fringe.
Convert before you cut out the paper
Removing a white background from a JPEG means the tolerance has to be loose enough to swallow the artefacts, which eats into the thin ends of strokes. On a PNG the boundary is clean and the ink survives.
It cannot clean up what is there
Converting preserves the existing noise rather than removing it. If the source is a phone photo of a page, re-shooting it in even light will beat any amount of processing.
