Why an icon should never stay a JPG
Icons are the worst case for JPEG
An icon is small, flat and made almost entirely of hard edges — the three things JPEG handles worst. At 48 or 64 pixels the block artefacts are not a subtle degradation, they are a visible smear across the glyph.
PNG stops the bleeding
Once the icon is a PNG, resizing, recolouring and re-exporting cost nothing further. Every extra save of a JPEG icon compounds the damage, and icons get re-exported at a lot of sizes.
Existing artefacts stay
Converting preserves the JPEG damage rather than removing it. If the source is already mushy, the honest fix is to re-export from whatever produced it, not to convert.
No transparency appears
The white or coloured square behind the glyph is still there afterwards. Converting changes the container; removing the background is a separate step you can take next.
What the platforms actually demand
App store listings, browser extension manifests, PWA manifests and favicon sets almost all specify PNG. JPEG icons are commonly rejected outright at submission.

Resizing a JPEG re-encodes it and adds another round of artefacts. Move to PNG before you generate the size set.
Never upscale an icon
A 64-pixel icon blown up to 512 will look soft no matter the format. Go back to the source artwork for the large sizes.
