Transparency has to go somewhere
JPG stores no alpha, so every transparent pixel becomes an opaque one. The background control on this page decides which colour that is — leave it wrong and the icon arrives inside a visible box.
Icons show it worse than photos
A photograph flattened onto white looks unchanged. An icon flattened onto the wrong white shows a hard square against every other background it lands on, which is why this conversion is worth doing deliberately rather than by drag-and-drop.
Quality matters more at small sizes
The same compression that is invisible on a 2000-pixel photo is obvious on a 64-pixel glyph. Stay at 90 or above; there is no meaningful file size to save on an image this small anyway.
